Sorry to come to this late, but I'm concerned about the term "selection criteria". In European procurement law, "selection criteria" are used to shortlist bidders to be invited to tender. "Award criteria" are used to select the successful bidder once tenders are received. Using selection criteria at award stage is illegal. So using "selection criteria" to mean (in European terms) "award criteria" will be hugely confusing.
