- adds ContentTaxonomy and ContentTag proxy models
- updates api to create/return ContentTaxonomy and ContentTag models
- other updates to align with changes to Allow custom Taxonomy, ObjectTag subclasses to customize tagging behavior openedx/openedx-learning#62
- fixes linting & test coverage
