Use <persName> for a person's name, and <placeName> for a place name. See also the TEI P5 Guidelines chapter about names.

Working on chapter 1

I decided to mark up uncle Charles as Uncle Charles, instead of just Charles, as Stephen kept referring to him as Uncle Charles, as if Uncle was his title, like Father Arnell or Brother Michael, which I thought was quite interesting. 
I also decided to mark up the world and the universe as place names in the passage where Stephen situates himself in the universe, going from Conglowes to "The Universe", as it seemed significant as a place to the passage. 
Additionally, I did not only mark up the names of characters, but also other people, e.g. Parnell, as I thought they were still persons of equal importance to the novel.

I decided to mark up "God" as a personal name in the paragraph where Stephen thinks about how "God" is the name of God, even thought it is not a personal name in general. In that paragraph, however, God becomes a person with a name, which could be interesting to analyse for anyone using the mark ups of names for their analysis of Portrait.

I noticed, as the Christmas dinner heated, there was a sharp uptake in the frequency of names due to the characters' yelling at each other. The recurring line "Simon!" especially struck me as the association with simony kept popping in my head (thanks to it being one of the three words in "The Dead," and often mentioned by Professor Cole.
