g/j2: Speedrunner mode improvements for Jak 2 #3182

Prevent dialogue from interfering with warp-gate usage, or cutscenes from starting when speedrunner mode is enabled.
- Removed the 0% speech volume setting change as a result
Added quick-and-dirty category support to the speedrunner menu, with a new category that doesn't enforce cheats to 0
Added a new field to the pc-settings to backup and restore cheats if speedrunner-mode is disabled.
