RLE counts is str type

As reminded by @BIGWangYuDong, counts in COCO’s compressed RLE format have type 'str' or 'list'
|
please refer to https://github.com/open-mmlab/mmcv/blob/master/CONTRIBUTING.md to fix lint error. Meanwhile, it is suggested to merge in dev-3.x branch |
