Fix docs building error caused by deepspeed

Motivation

Installing the latest deepspeed v0.11 without a torch in the environment results in an error, see microsoft/DeepSpeed#4473 for the issue. Therefore, as a workaround, put deepspeed in a separate requirements/docs_extra.txt, so that the torch in requirements/docs.txt will be installed first.
