[Enhance] Format the log of CheckpointLoader.load_checkpoint

Motivation

Original format: local loads checkpoint from path xxxx, and this will be logged multiple times in ddp training.
New format: Loads checkpoint by locals backend from xxxx, and will be formatted by MMLogger.
