How is possible to make the dependency on scotch optional? It's automatically enabled when the library is found and netloc is wanted

Just don't enable netloc. It's disabled by default because it's not really functional, it's unmaintained and wit ill be removed in the future.

Netloc was just removed from git master, I am closing this issue.
