create the opal_common_verbs_want_fork_support parameter. #438

call the opal_common_verbs_mca_register function to make sure that
opal_common_verbs_want_fork_support mca parameter is created and therefore
can be used to control the fork support.

This line should absolutely not be here. It is causing "make distclean" to fail.

This PR should not have been merged -- it breaks abstractions and breaks "make distclean". Please revert.
