Add TPM, CAPP, OCC, PEC, and PHB Target Instances to Axone Simics XML

 - This is part of a series of commits that will build up
   the full Simics Axone XML. This commit is adding all of
   the  TPM, CAPP, OCC, PEC, and PHB target type instances

 - Remove some leftover RESOURCE_IS_CRITICAL attributes
   which aren't needed as the default is already correct
   and they just add unnecessary data to an already large file
