WOF: p9_pstate_parameter_block enhancements for WOF and VDM enablement

- Make STATIC VFTR mode perform the asme checking as the non-STATIC path
- Enhance OCC Parameter Block trace output
- Enhance Global Parameter Block trace output
- Level 3 callouts added
- rebased
- fixed procedure callouts errors in xml file
- Added biased #v data checks
- Updated review comments
