generalize openssl install regarding liboqs lib location #358

This installs liboqs.{a|so} regardless of whether the platform uses lib or lib64 as default library deploy directory name.

This will fix most issues in https://github.com/open-quantum-safe/oqs-demos/runs/5343714843
