Feature: Implement Grace Period for Lottery Factor Chart

As a user of OpenSauced, I want a Lottery Factor chart to indicate whether or not the repository in question has a grace period or not so that I can distinguish between a project with no activity (high lotto factor) vs. a new project (no activity but new).

This work needs some minimal design. I believe we said a pill greyed out @isabensusan and probably some other indicator for grace period?

The API work for this is already done in. https://github.com/open-sauced/api/pull/809.
