[pkg/stanza] Export fileconsumer package

This package was recently isolated from the file_input operator, with the intent being that it would be useful functionality for other components, such as in #7840. The package was initialized as an internal package so that some additional refactoring could take place before exporting it. That refactoring has been completed and the package should now be exported.
