Updates log-collection library to v0.28.0.

This update includes breaking changes to the filelog, journald, syslog, tcplog, and udplog receivers.

The v0.28.0 release notes provide instructions to migrate configurations for these receivers.

Waiting on today's release before merging this. It also means that this PR will get outdated (changelog, go.mod/sum).
