move logs to _logs #2240

As per the discussion in the issue here: #2233

This moves the logs signal to _logs as a step to make it available as part of the regular package with the caveat that this will be moved to logs once it's ready to be released.

Why didn't we do this for Metrics previously? IIRC it was because it would be a breaking change later on

Edit: discussed in the SIG that the one time change is easier than dealing with experimental packages for maintainers and users

Added a Resource to the logs example to make it more complete.
Previously it was using the built-in Resource. Now it adds the
service.name and service.instance.id attributes.

The resulting emitted log records look like this:
