So, this is the most-viewed page in our docs. I wasn't really ever pleased with it, and so I couldn't help myself but to try and rewrite it.
Basically, I wanted to very directly answer the question, "what is opentelemetry?", elaborate one its components, and then cover some motivation and history.
I don't know if we'll ever have the right doc here, but I think this is an improvement, and since it's the most-viewed doc on our site, I figured it was worth the attention.
