The next version of build-tools will contain the following new features:

• Move HTTP client metrics out of .NET conventions #801
• [chore] Mark dotnet-specific metrics and attributes stable in yaml to match markdown #819

Update to 0.24.0 PR and fix new violations

• Update build-tools to 0.24.0 #820

After update:

• Unblock PRs blocked on resource/span attributes:
