AMBR uses uplink/downlink in kbps(1000 bits per second).

I've added a little modification for checking AMBR. This is because GTPv2 uses 1000 bits per second. Please let me know if I am misunderstanding. Thank you so much for your contribution. |

This patch handles the modification made by PCRF to the Bearer level QoS and AMBR
