Problem Description

The step element contains lots of elements which could lead to "strange" combination. From a styleguide perspective, we want to have a para element as a first child.

Expected Behaviour

Geekodoc allows only a para element as a first child. After this para, other elements are possible.

This fix is needed to avoid non-para elements as a first child
in step.
