[webui] Show a message asking to login or signup to be able to comment. #4775

Issue/Feature description

Whenever a user doesn't login to OBS, the comment box is disabled automatically for all projects and packages. It would be better to show a message asking to login or signup to be able to comment.

Expected result

A dialogue asking to login or signup to OBS.

How to Reproduce

Go to any project or package without logging into OBS. You will not be able to comment.
