staged_requests#create threw this 0 times

undefined method `is_delete?' for #<BsRequestActionDelete:0x00007f8502aaa1c0>

As code for handling delete requests is not yet implemented, we remove the
call to the not defined method `is_delete?`.

Fix openSUSE#8734.
