Now we are going to fetch it from the /srv/Portus/.ruby-version file, which is guaranteed to exist. Moreover, I've adapted the code to the latest changes in Portus. Signed-off-by: Miquel Sabaté Solà <msabate@suse.com>

Tests have been adapted so they don't use bundler directly but portusctl. Moreover, I've also adapted the `runner.rb` file so there is no dependency with `database_cleaner.rb`. Signed-off-by: Miquel Sabaté Solà <msabate@suse.com>
