The City of Plano maintains its own Business Intelligence/GIS staff which plans to soon offer OpenData Rest endpoint from ArcGIS. Until then, their manager Georgeta Ungureanu, GISP, SSCP / Business Intelligence/GIS Manager (georgetau@plano.gov) pointed out to me the following responses to my questions:

  1. After importing your DBF file provided from your project ZIP export, I have 86616 rows of RESIDENTIAL addresses currently in PLANO, is that correct?

The shapefile contains 86,616 records, but only 75,991 are residential addresses (filter by USETYPE field).

  1. Would the data in your ZIP differ from the PLANO entities in "Geodatabase Export with Appraisal Data" provided at Collin CAD ? https://www.collincad.org/downloads/viewcategory/16-gis-downloads

I read the description of the file published by CCAD that you mentioned, and it seems to contain parcels. As far as I know, appraised values are parcel not address based. We have instances with multiple address points within a single parcel, so I expect the number of addresses in our data to be greater the number of parcels. I hope this helps.

  1. Does Plano maintain an OpenData Rest endpoint, similar to other cities around us, like Lewisville? http://adaptergis.cityoflewisville.com/arcgis/rest/services/OpenData/Housing_OpenData/MapServer/6

Not yet, but it is one of our goals for the near future.
