double check if the service loop is really stopped.

Repeat the preparation steps above to make sure the radio is not used before your flash attempt.
Alternatively, you might want to rename the oref0 folder to make absolutely sure the loop service will not start.
Rename it back to oref0 after you successfully flashed the radio chip.
