Skip BMC memory name and device TC #1411

New recent kernel changes 4.17 resulting to failure of following test cases:

- Check BMC Memory Name Property Is Set
- Check BMC Memory Device Type Property Is Set

Currently will skip it and find if we need to check memory name / device. And get to know the new location
