What version of OpenCart are you reporting this for?

Describe the bug
When you use other language then English and install an extension with English language, translation is not show from English as it should (like in 3.0)
paypal

It is annoying to duplicate extension language files for every installed extension when Opencart 4.0 should read directly English translation when there is no translation in that language for that extension
