Do not allow Hosts to hide their hosted Collectives

Currently it's possible for Hosts to stop displaying their hosted Collectives by hiding that part of the contributions section on the Host profile. We should not allow this, as transparency of which Collectives are hosted by a Fiscal Host is important.

I'd love to see hosted collectives moved to a separate section. It still seems wrong to me to show them in "Contributions", and introducing this new one would resole the question of "what to do with existing hosts that already hid their contributions"?

I've created an issue to suggest moving hosted accounts to a separate section: #5457. If we want to resolve this one without waiting for #5457, we can prevent disabling Contributions for active hosts and think about migrating existing cases.

I continue to find Hosts with hidden Collectives and I think we should do something about it. Not sure if we should wait on #5457 or not.

In the cases where I've spoken to them, they did not intend for this to happen, they just wanted to hide contributions and did not think hosted Collectives would be under that category.
