Unable to update kmem limit on ppc64le

Due to commit 7062c75, it is not possible update kmem on ppc64le. Reverted the commit against the master HEAD makes it works again,

[root@ibm-p8-01-lp6 ~]# runc run -d root
[root@ibm-p8-01-lp6 ~]# runc update --kernel-memory 52428800 root
failed to set memory.kmem.limit_in_bytes, because either tasks have already joined this cgroup or it has children
