Migrate Github test environment off geobase #1232

Github tests are currently run from a Docker container built off opendatacube/geobase which has been deprecated by the ODC Steering Council.

Github test build should be migrated to either:

a) a Docker container built off osgeo/gdal or
b) a conda-based environment.
