Automate ODH Release Process for Kserve repos

@rpancham do you want to promote this out of draft?
I think this is good enough to be merged.

The only subtle additional feedback I have, but that I think it is quite important, is to add the odh- prefix to the new file. This is to have a clear distinction between upstream workflows and the ones we created in ODH.
