This PR automatically loads plugins default settings if they are stored in the
plugin_package.settingsmodule.This will allows all plugins to register their default settings in the same way and enforce the practice of having explicit default settings.
Piwik commented settings are removed (they will be properly registered in a
udata-piwikpull request.
