Fix #2854

This is a first go at issues mentioned in #2854, but we should iterate to be fully compliant in the future.

  • Add dct:publisher on a dataset RDF
  • Fix dcat:byteSize typo, (previously dcat:bytesSize)
  • Add minimal dct:description on catalogs
  • Replace namespace from schema:startDate to dcat:startDate (similar for dcat:endDate)
