Given the base image already ships with Java 11 SDK (headless, see https://github.com/openshift/jenkins/blob/openshift-3.11/slave-base/Dockerfile.rhel7#L20), maybe we don't need https://github.com/opendevstack/ods-core/blob/master/jenkins/agent-base/Dockerfile#L22?

Should be doable. *-devel should only be needed for the Java/Scala agent.
