Add support for Kibana 7.10.2

Description of changes:

• Bump version number of the plugin, Kibana, and node
• Update dependencies by running yarn upgrade
• Update Jest snapshots
• Update release notes
• Update draft release notes config to use URL (inspired by opendistro-for-elasticsearch/anomaly-detection-kibana-plugin@846ef8e)
