Revert "Upgrade blockstore to use Python 3.8 and Django 2.2+. (#82)" #84

This reverts commit b269ba903933fdf96976f5054ee12d40147e807d.

We are reverting for two reasons:
1. We're diagnosing some Blockstore deployment issues that arose in May,
   so we'd like to remove this variable for now.
2. We want Blockstore to support Python 3.5 and Python 3.8
   simultaneously for a period of time so that we can toggle
   between 3.5/3.8 in edx/configuration easily.
