Prescription autocomplete fix and weno updates

The autocomplete was failing in the browser path not found added {WEBROOT} to the path to find the autocomplete function in library/ajax

When I was reviewing the jquery site and looking at the autocomplete sample. I could see that we had most of the packages for the autocomplete. There was no need to bring in a third party package for the function. So, I think the only jquery package that is missing is the jquery-3-2-1. The jquery-1-12-1 is already in the latest release.
