Update default parameter sets for FHEW/TFHE to decrease the probability of failure

Decrease the probability of decryption failure for default FHEW/TFHE parameter sets (using https://github.com/openfheorg/openfhe-lattice-estimator) in view of the recent attacks devised in https://eprint.iacr.org/2024/116 and https://eprint.iacr.org/2024/127

We will provide parameters both for regular probability of failure (2^{-40}; for IND-CPA security) and lower probability of failure (for IND-CPA^D security).
