This issue falls under the ongoing transition from Angular to StimulusJs.

We need to replace the Angular code that drives the editing/deleting of notes/tracking info and orders.

Context

This came up in #9444 (comment) where removing angular from only notes/tracking info workflow was not possible without addressing order cancellation.
