A first release of a '1.0' specification. This release will signify that the core group believes all the major features are added, so there will be no major new functionality before 1.0. So it should be close to the eventual final release, but the 'beta' tag means that major things can still change - they should just come from real implementations attempting to use the spec, not just ideas.
