Vector tiles extensions for existing WFS and WMTS services

Based on recommendations from Testbed 13 Vector Tiles ER ( http://docs.opengeospatial.org/per/17-041.pdf ):

Simple extensions proposed to WFS, WMTS, GML & GeoJSON making vector tiles possible:

• WMTS: being able to specify a vector format (http://ogc.standardstracker.org/show_request.cgi?id=517)
• WFS: referencing tiling schemes, generalization level, clipping box and/or Tile IDs (http://ogc.standardstracker.org/show_request.cgi?id=514)
• GML, GeoJSON: support artificial segments of clipped polygons (http://ogc.standardstracker.org/show_request.cgi?id=515)
  * Avoid drawing of edges; facilitate reconstruction of original geometry
