feat(scripts): save multi-language forms report to tsv files

Problem

Multi-language form reports are big, printing to console and having to copy/paste from that is not convenient.

Solution

Save the reports to tsv files in addition to printing to console.

@justynoh please help me have a quick look at this PR. It's not production runtime code, but just makes it easier for @stacey to get a TSV file of stats of forms with different languages.
