Significant feature update to include Wide Area Regional Models in Grib Server

There is no need to download installer if you have a previous version > 1.1.0 - Just use the XyGribMaintenanceTool to upgrade to newest version. Only download an installer if you need a new installation or if you do not have a XyGribMaintenanceTool
