[knx] Fix DPT 243.600 and 249.600 when time>=1000s #16481

Both DPTs are provided as String by Calimero and contain a time value in seconds.
When time is >=1000s, it might render to something like 6.553,5 s - breaking the current implementation.
This was missed in Back2Back test, as only small time values were tested.
