This PR is the first in a series to make oh-distro build for folks that are not part of the OpenHumanoids organisation or have access to our private externals. The idea is that oh-distro can be built by anyone - without any guarantee of functionality.
The changes in this PR automatically disable spotless (in externals) and skip most of control if Matlab cannot be found. It's also a "sed-less" version of a part of #31.
Verified on a fresh install of Ubuntu.
