Changes:

Moved all FK constraints from schema_tables to alter_schema
Switched positions of alter_schema and base_data
Moved creating of admin user before adding rights for admin user in 5_base_data
Added missing operation in 1_migration_latest
Removed redundant sql/stored_procedures/*.sql from concatenate_files
Ported concatenate_files to powershell


          OTC-517: Moved all FK constraints from 1_schema_tables.sql
