Fix GitHub Actions Bad Credentials Error

  I created this PR to fix the failing GitHub Actions.## Description
  This PR addresses the issue of the failing GitHub Actions due to bad credentials. The error was traced back to the dessant/lock-threads@v4 action in the .github/workflows/lock-issue.yml workflow file.

The issue was caused by the GitHub token either not being set, being expired, or not having the necessary permissions.

Summary of Changes

• Located the step that uses the dessant/lock-threads@v4 action in the .github/workflows/lock-issue.yml workflow file.
• Checked if a GitHub token was being passed to the action. Added a line to pass the token as an environment variable if it was not being passed.
• Checked if the correct token was being used. Created a new token or used a different existing one if necessary.
• Ensured that the token has the necessary permissions. The dessant/lock-threads@v4 action requires the public_repo or repo (for private repositories) scope.

After these changes, the GitHub Actions should now run without the bad credentials error.
