thanos를 기본으로 설치하지 않음 (single cluster의 경우)

멀티클러스터 연동은 primary cluster를 통해 활용됨

확인해 볼께요. 서로 호출하는 관계에서 뭔가가 빠진거 같은데.. (바뀌었거나)
