Since the Bio-Formats MIPAV plugin uses only SCIFIO core classes, I moved it to components/scifio/utils/mipav, and changed the license to BSD-2 to match.
The main motivation for doing this is to allow the plugin to be adopted by the MIPAV team directly, since they will have an easier time testing and maintaining it than we have. I talked to Justin Senseney about this in Barcelona and he seemed enthusiastic. His main concern was just the license; hopefully BSD-2 is acceptable.
