Install newest toolkit

This is a small patch to avoid bringing down a build that is broken as a result of breaking upstream changes (Pint 0.20). There are a handful of ways to avoid this state, I'm trying to use the simplest one - just constrain to the most recent version that is expected to work out of the box.
